Objective

To ensure an adequate, reliable, quality, efficient, affordable and safe gas supply for domestic consumers in the State.









State Regulatory Framework

(1)   The Roles & Functions are;

(a)  to ensure the licensees to comply with the terms and conditions of their  licences and the provisions of Distribution of Gas Ordinance 2016, DGO 2016 and the effectiveness and efficiency of the gas distribution system in Sarawak;

(b)  to protect the interests of gas consumers in respect of;

(i)   continuity or reliability or availability of supply;

(ii)  quality of gas supplied; and

(iii)  provide the best quality and standard service to the consumers

(c)  inspect the pipelines and installations, including piping systems for the distribution of gas;

(d)  investigate the incidence involving any pipeline and installation

(e)  investigate any complaints by consumers relating to the distribution of gas

(f)  to create awareness to the public about the hazard related to distribution and use of gas, and to educate them on safe measures to prevent incidents occur.

 

Licencing

(1)   Without a licence issued under DGO 2016, no person shall distribute gas in Sarawak or carry out the following activities which is;

(a)  import of any gas for regasification, processing, treatment, separation, utilization or distribution in Sarawak;

(b)  regasification of gas;

(c)  treatment, separation or processing of gas;

(d)  transportation of gas;

(e)  building, managing or maintaining gas pipeline or other apparatus or equipment or mechanism for the distribution of gas;

(f)  supply of gas; or

(g) retail of gas.

Suspension or revocation of licence

 (1)   A licence issued may be suspended or revoked by the Director in situations where the holder of the licence has failed to comply with DGO 2016.

 

Exemption

 (1)   The minister may exempt any person or class or groups of persons or any activity mentioned in DGO 2016 or any provisions thereof by notifying in the gazette.

 

Approval to Install (ATI) & Approval to Operate (ATO)

 This procedure is applicable to Ministry of Utilities Sarawak in providing Approval to Install (ATI) and Approval to Operate (ATO) to the applicant for gas pipeline installation for commercial and domestic sectors as stated in Distribution of Gas Ordinance 2016.

These rules apply in relation to;

  1. gas pipeline or gas installation supplied or to be supplied with gas;
  2. gas installations forming part or part of a gas pipeline or gas installations; and
  3. gas appliances or any part thereof used in gas pipelines or gas installation.

 in reference with these rules, the installation of gas pipeline refers to the changing of pipes, meters, equipment or any appliances that uses gas supplied through the pipeline (LPG or Natural Gas).
